TodayI'mveryhappytobeheretosharewithyousomeofmythoughtsonthetopicofGlobalization.Andfirstofall,Iwouldliketomentionaneventinourrecenthistory.
Thirtyyearsago,AmericanPresidentRichardNixonmadeanepoch-makingvisittoChina,acountrystillisolatedatthattime.PremierZhouEnlaisaidtohim,"Yourhandshakecameoverthevastestoceanintheworld-twenty-fiveyearsofnocommunication."Eversincethen,ChinaandAmericahaveexchangedmanyhandshakesofvariouskinds.Thefundamentalimplicationofthisexampleisthattheneedanddesiretocommunicateacrossdifferencesincultureandideologyisnotonlyfeltbythetwocountriesbutbymanyothernationsaswell.
Aswecanseetoday,environmentalistsfromdifferentcountriesaremakingjointeffortstoaddresstheissueofglobalwarming,economistsareseekingsolutionstofinancialcrisesthatrageinaparticularregionbutnonethelesscrippletheworld'seconomy,anddiplomatsandpoliticiansaregettingtogethertodiscusstheissueofcombatingterrorism.Peaceandprosperityhasbecomeacommongoalthatwearestrivingforallovertheworld.UnderlyingthismightytrendofglobalizationistheechoofE.M.Forster'swords,"Onlyconnect!"
WiththeITrevolutiontakingplace,traditionalboundariesofhumansocietyfallaway.Ourculture,politics,societyandcommercearebeingsloshedintoalargemeltingpotofhumanity.Inthisinterlinkedworld,therearenooutsiders,foradisturbanceinoneplaceislikelytoimpactotherpartsoftheglobe.Wehavebeguntorealizethataworlddividedcannotendure.
Chinaisnowactivelyintegratingintotheworld.OurrecententrytotheWTOisagoodexample.Fordecades,wehavetakenprideinbeingself-reliant,butnowwerealizetheimportanceofparticipatinginandcontributingtoabroadereconomicorder.FromtheprecariousroleintheworldarenatoourpresentWTOmembership,wehavecomealongway.
Butwhatdoesthewayaheadlooklike?Insomepartsoftheworldpeoplearedemonstratingagainstglobalization.Aretheyjustifiedthen,incriticizingtheglobalizingworld?Insteadofnarrowingthegapbetweentherichandthepoor,theysay,globalizationenablesdevelopednationstoswallowthedevelopingnations'wealthindebtsandinterest.Globalization,theyargue,shouldbeaboutanearnestinterestineveryothernation'seconomichealth.
WeareremindedbyKarlMarxthatcapitalgoesbeyondnationalbordersandeludescontrolfromanyotherentity.Thishasbecomeareality.Multinationalcorporationsareseekingthelowestcost,thelargestmarket,andthemostfavorablepolicy.Theyareoftenpowerfullobbyistsingovernmentdecision-making,ruthlessexpansionistsintheglobalmarketplaceandadevastatingpresencetolocalbusinesses.
ForChina,stillmorechallengesexist.Howarewegoingtoensureasmoothtransitionfromtheplannedeconomytoamarket-basedone?Howtoconstructalegalsystemthatissoundenoughandbroadenoughtorespondtotheneedsofadynamicsociety?Howtomaintainourculturalidentityinanincreasinglyhomogeneousworld?Andhowtodefinegreatnessinourriseasapeace-lovingnation?Globalizationentailsquestionsthatconcernusall.
LikemanyyoungpeoplemyageinChina,Iwanttoseemycountrygetprosperousandenjoyingrespectintheinternationalcommunity.Butitseemstomethatmerepatriotismisnotjustenough.Itisvitallyimportantthatweyoungpeopledomoreseriousthinkingandbroadenourmindtobiggerissues.And,theremightneverbeeasyanswerstothoseissuessuchasglobalization,buttotakethemonandgivethemhonestthinkingisthefirststeptobepreparedforbothopportunitiesandchallengescomingourway.Andthisisalsooneofthethoughtsthatcametomewhilepreparingthisspeech.Thankyou.
