Forthebetterpartofayearnow,membersoftheHouseandtheSenatehavebeenworkingdiligently(勤奋地)andconstructivelytocraftlegislationthatwillbenefitmillionsofAmericanfamiliesandmillionsofAmericanbusinesseswhourgentlyneedit.Forthefirsttimeever,they'vepassedbillsthrougheverysinglecommitteeresponsibleforreform.They'vebroughtuscloserthanwehaveeverbeentopassinghealthinsurancereformonbehalfoftheAmericanpeople.
Nowisthetimetofinishthejob.ThebillthattheHousehasproducedwillprovidestabilityandsecurityforAmericanswhohaveinsurance;quality,affordableoptionsforthosewhodon't;andlowercostsforAmericanfamiliesandAmericanbusinesses.AndasI'veinsistedfromthebeginning,itisabillthatisfullypaidforandwillactuallyreduceourlong-termfederaldeficit(赤字，不足).
ThisbillischangethattheAmericanpeopleurgentlyneed.Don'tjusttakemywordforit.Considerthenationalgroupswho'vecomeoutinsupportofthisbillonbehalfoftheirmembers:TheConsumersunionsupportsitbecauseitwillcreate--andIquote--"amoresecure,affordablehealthcaresystemfortheAmericanpeople."
TheAmericanMedicalAssociationandtheAmericanNursesAssociationsupportitonbehalfofdoctorsandnursesandmedicalprofessionalswhoknowfirsthandwhat'sbrokeninourcurrentsystem,andwhoseewhathappenswhentheirpatientscan'tgetthecaretheyneedbecauseofinsuranceindustrybureaucracies(官僚政治).
TheNationalFarmersunionsupportsthisbillbecauseitwillcontrolcostsforfarmersandranchers(牧场主),andaddresstheuniquechallengesruralAmericansfacewhenitcomestoreceivingqualitycare.
AndtheAARPsupportsitbecauseitwillachievethegoalforwhichtheAARPhasbeenfightingfordecades--reducingthecostofhealthcare,expandingcoverageforAmerica'sseniors,andstrengtheningMedicareforthelonghaul.
Now,nobillcanevercontaineverythingthateverybodywants,orpleaseeveryconstituency(选区)andeverydistrict.That'sanimpossibletask.Butwhatispossible,what'sinourgrasprightnowisthechancetopreventafuturewhereeveryday14,000Americanscontinuetolosetheirhealthinsurance,andeveryyear18,000Americansdiebecausetheydon'thaveit;afuturewherecrushingcostskeepsmallbusinessesfromsucceedingandbigbusinessesfromcompetingintheglobaleconomy;afuturewherecountlessdreamsaredeferredorscaledbackbecauseofabrokensystemwecouldhavefixedwhenwehadthechance.
Whatwecandorightnowischooseabetterfutureandpassabillthatbringsustotheverycusp(尖头，尖端)ofbuildingwhatsomanygenerationsofAmericanshavesoughttobuild--abetterhealthcaresystemforthiscountry.
MillionsofAmericansarewatchingrightnow.Theirfamiliesandtheirbusinessesarecountingonus.Afterall,thisiswhytheysentushere,tofinallyconfrontthechallengesthatWashingtonhadbeenputtingofffordecades--tomaketheirlivesbetter,toleavethiscountrystrongerthanwefoundit.
IjustcamefromtheHillwhereItalkedtothemembersofCongressthere,andIremindedthemthatopportunitieslikethiscomearoundmaybeonceinageneration.Mostpublicservantspassthroughtheirentirecareerswithoutachancetomakeasimportantadifferenceinthelivesoftheirconstituentsandthelifeofthiscountry.Thisistheirmoment,thisisourmoment,toliveuptothetrustthattheAmericanpeoplehaveplacedinus--evenwhenit'shard;especiallywhenit'shard.Thisisourmomenttodeliver.
